Message of the Education Secretary of the Philippines

On behalf of the Department of Education (DepEd), I extend my warmest greetings to our distinguished delegates from the Association of Southeast Asian Nations (ASEAN), from Korea, and of course, from our beloved host country—the Philippines.
It is a distinct honor to welcome the more than 2,000 school leaders and teachers gathered here for the 39th ASEAN Council of Teachers + Korea (ACT+1) Convention, hosted in the progressive and dynamic Queen City of the South—Cebu City.
If there is one passion I proudly shared with my late father, former Senate President Edgardo Angara, it is an enduring love for education. We have always believed, and I continue to affirm, that education is the great equalizer—a force that uplifts communities, transforms lives, and bridges divides.
That is why I am deeply encouraged to see education leaders and teachers—not only from the Philippines, but also from across our ASEAN neighbors and Korea—standing with us in this conviction. In an era where artificial intelligence and digital technology reshape the landscape of learning, we recognize this truth: while innovation is inevitable, the heart of education remains the human educator—guiding, inspiring, and nurturing the minds of the young.
In the Philippines, we have taken bold steps to embrace this future. Among them is the establishment of the Education Center for Artificial Intelligence Research (E-CAIR)—a pioneering initiative that harnesses data-driven insights and evidence-based policies to uplift our learners, empower our teachers, and strengthen our schools.
As we take these strides toward innovation, we are also reminded of the greater responsibility that comes with it: ensuring that education remains deeply human. And this is where the theme of this year’s convention becomes most meaningful—
“Educators: Humanizing Education Amidst Rapidly Changing Landscapes.” It captures the essence of our mission. It reminds us that as we embrace technology, we must also ensure that no teacher, no learner, and no school is left behind.
This convention is more than a gathering of minds—it is a bridge of solidarity. Though Korea and ASEAN may not share physical borders, today we are crossing boundaries, connecting our education systems, and working together for the shared future of our children.
To all participants, may this convention ignite in us a renewed resolve: that in this rapidly changing world, we will never allow our children to be left behind. We owe it to them—the next generation—not only to provide education, but to ensure the highest quality of education possible.
